A high proportion of enterprise system software currently being used in the IT industry is actually for system maintenance, rather than system creation. And, after the development stage, IT departments spend the majority of their time and budgets on system maintenance, particularly when those systems have entered the legacy phase. This leaves little time or scope for system modification.

Whenever business processes do change, system modifications are required to reflect them. The major obstacle in these cases is to ensure that changes do not conflict with existing code and break the entire system. Given that such a system is probably already making high maintenance demands, it follows that system modification is a highly risky, time-consuming, and costly prospect.
